French-Reneker-Associates is assisting the city of Moravia with major improvements to their wastewater system to comply with IDNR regulations.  The city was cited in May 2000 by IDNR and required to take action to cope with the inflow and infiltration (I & I) into their wastewater system.  With our assistance, they have developed a four-phase project.

 

Phase 1 was smoke testing and videotaping of the sewers to identify sources of I & I followed by a point repair project to eliminate defects.  Phase 1 was completed in 2002.  Although the point repairs reduced inflow and infiltration, the reduction was not enough to make lagoon improvements unnecessary.

Lagoon Construction

Moravia’s lagoon was a two-cell controlled-discharge lagoon designed to have capacity for 180 days of storage.  Due to the I & I, the lagoon did not have the required storage capacity.  The initial concept was to expand the lagoon, but the city was unable to acquire additional property for the expansion.  The final solution was to improve the treatment ability of the existing lagoon by converting it to an aerated lagoon.

 

Phase 2 of the project was removal of sludge within the existing lagoon and applying it to farm fields as a fertilizer in preparation for the lagoon improvements project.  Phase 2 was completed in June 2003.

New Lagoon Structure

Phase 3 is currently under construction.  Phase 3 includes making the lagoon deeper by excavating about 5-foot from the bottom, placing aerators on the bottom of the lagoon, constructing a blower building, and constructing new piping and structures.  The dirt from the bottom of the lagoon cell is being used to construct a dam to create a pond for an adjacent landowner.  This is a win-win solution to a problem.  Moravia needed a location for disposal of the removed material and the landowner wanted the pond.  The grading on the west lagoon cell has been completed.  Construction of the piping and structures is in process.  Construction is scheduled to be completed in December 2003.

 

Phase 4 of the project is replacement of a lift station and forcemain in the northeast corner of Moravia.  The lift station capacity was inadequate also due to I & I.  The initial concept for this project was to construct a new lift station adjacent to the existing one.  The city was unable to acquire property for the new lift station.  The new lift station is therefore being constructed above the existing lift station making use of the existing wetwell.  The forcemain will be directionally bored to minimize the disturbance to the ground surface.  Bids for this project were opened in July 2003, construction started in August 2003, and will be completed in December 2003.

Lagoon

The total estimated project cost for all phases is $850,000.  The city has acquired $250,000 of CDBG funds.  They are financing the remainder of the project with revenue bonds.  The proactive city raised their rates a few years ago to build their cash reserve and to have a source of funds for repayment of the revenue bonds.
