| STREETS - WEST BURLINGTON | |||
The city of West Burlington has undertaken an aggressive 5-year program to pave and rehabilitate the city’s street system. Industrial and residential growth has spurred the city council to approve a program of over $3 million in street improvements for the period 2002-2006.

Longmeadow Avenue Paving |

|
French-Reneker-Associates evaluated the street needs for the city in 2001. The final study report identified 21 blocks for paving or reconstruction and 49 blocks for resurfacing. Since that time, a 6-block RISE project on Division Street has been approved and another 4 blocks of paving on Longmeadow Avenue has been added to the program. A key goal of the city council was elimination of seal coat streets by adding curb and gutter, or full-width paving, and addressing drainage issues. Sidewalk construction was also important to many residents. Funding for the projects have been through TIF or bonding by the city.
During
2003, the city paved 7 blocks on East Glasgow Street and Longmeadow
Avenue,
and resurfaced 20 blocks throughout the community with assistance from
French-Reneker-Associates.
The Agency Road widening was not a part of French-Reneker’s
work.
Shipley Contracting of Burlington was awarded the paving and
widening projects.
Meller Excavating & Asphalt of Fort Madison was awarded the
resurfacing project.
Both projects are currently underway.
The paving work provides for grade, drain, and pave with 6-inch
reinforced portland cement concrete and a modified subbase.
Width of the streets is either 27-foot or 29-foot back-to-back of
curb. |

Longmeadow Avenue Paving |

|
The city established an intermediate completion date for the paving on Longmeadow from Swan to Van Weiss. The city paid an incentive bonus for early completion, for each day that the project was completed and opened to traffic before the 25-day contract period. This concept was used to address access during construction, in this neighborhood where there are no alleys.
The
city plans to continue their aggressive street improvement program with
a scheduled 17 blocks of paving and 16 blocks of resurfacing for letting
in 2004. |
